How Express Entry actually works in 2026

The education credential assessment (ECA) from WES is a prerequisite — not optional — for any foreign degree. Budget 8–12 weeks and start this process before anything else if you haven't already.

2026 changes to know

IRCC immigration targets revised downward

In late 2025, IRCC revised Canada's overall immigration admissions targets downward under sustained political pressure. Fewer ITAs are being issued per draw compared to 2023 and early 2024. The practical effect: all-programs CRS cutoffs are holding higher, and the competition for any given draw is stiffer. This makes the PNP route — which bypasses the CRS queue — even more important for candidates who aren't in the top score bracket.

STEM draws may return — watch IRCC's schedule

Category-based draws rotate based on IRCC's labour market priorities. STEM draws are not permanently cancelled — they're paused. Candidates already in the Express Entry pool are automatically eligible for category draws — you don't need to re-register. But waiting for a STEM draw without pursuing PNP in parallel is a risk that could add 12+ months to your timeline.

NOC TEER 2 occupations are harder to qualify under FSWP

The Federal Skilled Worker Program (FSWP) within Express Entry requires a NOC TEER 0, 1, 2, or 3 occupation. However, in practice, draws and PNP streams heavily favour NOC TEER 0 and 1 — engineers, senior developers, architects, IT managers. TEER 2 occupations (IT technicians, help desk, junior support roles) are harder to qualify under FSWP and receive fewer PNP invitations.
