Visa pathways for Ukrainian citizens
5 pathways you're eligible for as a Ukrainian citizen, ranked by path-to-PR first, then by lowest government fee. 1 additional pathway is restricted to other nationalities. See the footnote below.
Orientation Year (Zoekjaar)
12-month job-seeker permit for graduates of accredited Dutch programmes or top-200 global universities (per Times/QS/Shanghai). Lower salary threshold for converting to HSM after orientation year.
Researcher under Directive (EU)
Residence permit for researchers under EU Directive 2016/801. Sponsoring institution must be recognized by the IND. No salary threshold (lower than HSM). Path to PR after 5 years.

The Netherlands' fastest skilled-migration route. Any role at a recognised IND sponsor meeting the salary threshold qualifies. IND processes in 2–4 weeks. The 30%/30/20/10 ruling applies for qualifying foreign hires.
Startup Visa
1-year founder permit working with a recognised Dutch facilitator (incubator/accelerator). Convert to self-employed permit after year 1 if revenue and innovation criteria are met.

what it costs and how long it takes
Across the 5 pathways open to Ukrainian citizens, government fees range from $215 to $460, and official processing runs from the Zoekjaar Highly Educated Persons (1–2 months) to the Onderzoeker (1–3 months). 5 of these route to permanent residency. Fees are the base government charge and exclude legal help, translations, and dependants.
What life in Netherlands costs after you arrive
Everyday costs in Netherlands are estimated at 107 on an index where the United States is 100 — roughly 7% more expensive than the US, excluding rent. A single skilled worker pays an estimated 35% in income tax and employee social contributions. The 30% ruling (now capped at 5 years) can cut the effective rate sharply for eligible skilled migrants.
