How we score this
Score 0-100. Native-anglophone cities sit at 100. Cities at 80-95 (Berlin, Amsterdam, Lisbon) are highly functional in English for newcomers, especially in tech and hospitality, but local-language fluency materially helps with bureaucracy, schools, and long-term integration. Cities at 60-80 require some local language for daily life. We do not currently rank a city below 60 in this dimension because every city in the catalog has at least one large English-speaking enclave.

- English availability in government services and housing
- English-language schools and healthcare access
