Cities above 90 have full legal recognition and a daily climate where LGBTQ+ residents can be visible without elevated risk. Mid-70s cities have legal protections but uneven daily acceptance. Cities below 70 reflect either legal gaps or hostile civic discourse the user should weigh seriously.
