Score 0-100. Measures whether you can land and find a community within weeks rather than years. Sydney and Berlin score 92-95 because the expat density and infrastructure are mature: international schools, English-language services, founder communities, country-of-origin meetups. Mid-70s cities have a real but smaller community where you find people through one or two key meetups rather than a saturated network.
